The true perpetrators are the Guatemalan Government and the Guatemalan army. In 2009, military commissioner Felipe Cusarero was sentenced to 150 years in prison with no parole (Doyle, K., 2014). Four other soldiers were sentenced to 30 years for each murder they committed. In June 2011, Hector Fuentes was charged with murder and genocide war crimes against humanity. The United States funded this genocide (Ronald Ragan). It took 30+ years to sentence most of the surviving perpetrators because the United States funded the genocide. The Guatemalan government run a democratic approach and was backed by CIA-corps programs from the U.S. The Guatemalan armies were described as "killing machines" because they murdered with no thought behind it (Genocide, 2014).
